Car Insurance Company Refuses to Insure my Brother!?

So, my brother got into a car accident about 3 years ago. He was driving his car and a motorcyclist ran into him doing around 90 mph, causing the bike to flip and the guy on the bike to dismount and skid across the freeway. The motorcyclist was lucky he didn't get run over or killed. It was deemed by both the insurance companies that it was the motorcyclists fault and when the motorcyclist tried to sue our insurance company, we got a letter from our attorney that the case had been dismissed and no further action was needed. Today, we got a call out of the blue from Mercury saying my brother couldn't be on the insurance anymore because they had settled with the motorcyclist for $100,000 and basically, if we didn't get him off the insurance, my whole family would be removed. We didn't receive any notification that Mercury was planning on paying this guy out or that our rates would be altered. We called the attorney's office but he wasn't in and we explained the situation and the receptionist said they might of just settled anyway without letting us know even though this whole thing wasn't even my brother's fault. My question is, if the accident was the fault of the motorcyclist and when the motorcyclist initially sued and was denied a settlement (there was no mention of a settlement on the attorney's letter; it just said that it was dismissed), how and why would Mercury give this jacka$$ $100,000 and deny my brother coverage? It's all very confusing and any insight would be greatly appreciated. Thanks!

I have tried to research the requirements for insurance by law on the California DMV website and the most concrete statement I found was some numbers that cover various damages and injuries (DMV website is not working properly so I cannot look it up). My parents insurance obviously covers the basic and more. However, my parents policy states that Any relative that has consent of the owner to use the insured vehicle is covered by this policy - These are not the exact words as I don't have the policy on me, but it is pretty damn close. In the definitions portion of the policy, it states a relative as anyone related by blood, and some other stuff. I am my parents son so I am obviously related by blood, thus their policy coverage extends on to me when they give me permission to use their vehicle. I did not find ANY California laws that required me to be on the policy. i only found information that said I only need that minimum coverage which my parents policy does provide. We did contact triple A about this and they did not give us a reasonable answer. All they said was that they WANT my parents to add me because THOSE ARE THE RULES. The car was then written off and I was paid the value of the car. In December the other driver was found guilty of driving without insurance, fined and given penalty points. Even though my policy gives me legal cover, it has now been 11 months since the incident and they do not seem to be very active. Also, my policy expires next month and as the claim is still open, the insurers assume that I lost my no claim bonus and quoted me twice as much for the renewal. I'm confused now, is there anything I can do to get my 500 back? I hope you can give me any ideas on what to do. Thanks

I am just wondering if someone could help me out, because I hear other people my age talking about having ~$150 insurance rates, while mine are $350 a month. They say they are under their parents names, but when I tried to go under my moms they apparently told her it wasnt possible.. Currently driving my fathers old 2002 Mitsubishi Galant (basic 4-door car, nothing special), and planning on buying a Suburu BRZ (sports car) when I turn 18.
